My client has a torn meniscus, and the knee constantly locks. She "locks it up" by walking some backwards steps. But will the locking ever stop, or is she in need of a operation to get that fixed?

Kristin locking issues usually require EXTRA RANGE. Patience, and extra mobility mobility around the knee are often associated with the locking stopping. Also… The vastus medialis stabilizes the knee, so get stronger on: Reverse sled, Reverse step ups, ATG split squats, ATG squats. Can also correlate with locking stopping.
